Is your PayPal account verified?
A verified account means that you have confirmed a bank account with PayPal. To see if your account is verified, log in to your PayPal account --> Account --> Overview --> Status: Verification FAQ: https://www.paypal.com/cgi-bin/webscr?cmd=p/acc/seal-CA-unconfirmed-outside
Have you checked to ensure that your card or bank account information is correct and there are sufficient funds in your account?
You can view and edit the credit card and bank account information associated with your account by going to Profile → My Money and choosing either “Update Bank account” or “Update card”. From here you can edit the information, remove the card or bank account, or add a new card or bank account. If you have checked that everything is correct, you may want to double check that there are sufficient funds in the account.
Have you checked to make sure that your PayPal email address is current?
To view or update the e-mail address associated with your PayPal account, Log into your account --> Profile --> Update email. If the email address is not correct, add a new one and make it your primary account. Check the email of that account to confirm this address.
Did you receive a confirmation email from PayPal with the title "You've signed up for a preapproved payments plan?"

Open your browser and then go to the menu that is named after that browser. In the menu, you should see an 'About' option (such as 'About Safari or 'About Mozilla Firefox'). Clicking that menu item will open a small window where your browser version will be listed.
